You have a very strong concept here; if you succeed in all the ideas you have set out in an attractive and accessible way, it will be a fantastic resource. Most of my comments have to do with the presentation of the site. The information is what it is, and I think you have exactly the right concept for what you are trying to accomplish. Your focus should be on presentation.
General Presentation
I very much like the general feel of your site, such as the font for section headings, and the static content at the top of the page. It is very important that every entry point to your site will convey exactly what you are trying to do, and having a short slogan on every page is a perfect way to do that. Try to keep this atmosphere going as much as possible. I might suggest trying to make each page as lively as possible to convey the excitement to the viewer (of course, don’t overdo it). One thing that I think would be quite effective would be have some sort of static content on each page that displays random pictures of Tamil Nadu, with very brief captions. As I said, I like the page headings a lot – try to come up with a similarly attractive style for the rest of the page (without making it too gaudy, of course).
The navigation system has not really been developed yet. Be sure once you set all of this up that every page is a valid point of entry, and that the navigation system will be clear and easy to understand (customers will not really care about “assignment 1,” obviously).
Formatting issues
On the topic of general presentation, I think it is very important that you keep all the pages clean and consistent. In this early phase of the site, there are a number of formatting issues, which you need to be sure to work out later. In my browser, there is a lot of white space at the bottom of the home page, and the green “frame” does not always show up exactly how it should (on the left, it ends too soon, etc). Make sure this all gets cleaned up.
As far as text formatting, you use a couple different setups, such as left-indenting and right-intending. First, you should decide on a consistent style. I think indenting is a little unusual on the web – it is more ordinary to use double line returns. Either way, be consistent. I would also advise that you make use of bullet points. In particular, the home page of the site has a big block of text that could easily be turned into a bulleted list to be more accessible.
Business Plan
There isn’t a whole lot to say here, other than that there are some details a bit missing, such as where you will find collaborators for things such as language assistance.
Other suggestions for extensions
It might be useful to include some sort of client feedback tool. Perhaps a testimonial page, where previous customers could send little blurbs about their vacations, or pictures for some gallery (or the random picture box I suggested earlier). You could also potentially have some sort of message board or wiki (I think you may have suggested something like this in your project outline).
